The WHO has expressed that emerging health threats may be unrecognized if seen only from inside the borders of a single country. Implementing the new WHO International Health Regulations (IHR, 2005) requires a shift in the conceptual framework of health security, from control at borders to containment at the source, from a list of specific diseases to containment of all public health threats, and from prescribed measures to adaptive responses (WHO, 2007).
Then, based on your research, respond to the following: State your stance on required reporting to international agencies or committees. Do you think it is necessary and/or ethical to be monitoring health in other countries? Give reasons for your answer. What social or civil institutions should be monitoring health? What should be done if institutions responsible for protecting national sovereignty want to deny access to information?
