Defense Base Closure and Realignment Commission
The decommissioning of a large military (Army) hospital: This scenario is loosely based on the decommissioning of Walter Reed Army Hospital (Washington DC). It was decommissioned a few years ago after more than a hundred years in operation. The staff and patients were sent to existing hospitals in Northern Virginia and Maryland. The hospitals in Northern Virginia and Maryland had to undergo a few infrastructure changes (addition of new hospital wards etc) in order to accommodate the new patients and staff and to accommodate the requirement for additional parking etc. The hospital in Virginia (Fort Belvoir) already had civilian and Army staff, but the hospital in Maryland was a Naval Hospital (Bethesda) that had to integrate Army civilian and Army Active Duty Staff that transferred from Walter Reed. The credentials for the Navy Staff varied from the Army staff which was a major problem. As an example Army Medics in a hospital setting are the civilian equivalent to a Certified Nursing Assistant (CNA) while Navy Corpsmen which are coded the same as an Army Medic, is the civilian equivalent to a Licensed Practical Nurse (LPN).
Civilian Staff have been granted the opportunity to choose which hospital they would like to transfer to; however their “wish list” can be denied based on the staffing needs.
Military Personnel do not have a choice, they will transfer based on the needs of the military.
Walter Reed’s old land will be used to build a housing development.
The entire capstone project as it builds will cover the moving, social impact of losing a hospital and revenue from hospital patrons. The final capstone project will cover the impact on jobs and the loss to the local economy. It should also cover the impact on the traffic patterns.
This is part 1 of a final capstone project. The information provided in this assignment will be used to build the final product.
Research will be based on the actual decommissioning of Walter Reed Army Medical Center
