Centers for Medicare and Medicaid services define never events as errors in medical care that are of concern to the public and healthcare providers, clearly identifiable and measurable and their risk of occurrence is influenced by the policies and procedures of the healthcare organization, (CMS, 2008). The CMS exercised its authority under section 5001(c)of the Deficit Reduction Act, (DRA) stating that Medicare will no longer pay for the extra cost of treating these conditions while the patient is hospitalized
“Under the CMS reimbursement policy, 11 preventable adverse outcomes were identified: foreign objects retained after surgery, air embolism, blood incompatibility, stage III, and IV pressure ulcers, falls and trauma, manifestations of poor glycemic control, catheter-associated urinary tract infections, surgical site infections, vascular catheter-associated infections, surgical site infections, deep vein thrombosis, and iatrogenic pneumothorax with venous catherization” Sung-Heui Bae, 2016), These preventable adverse outcomes lead to increased pain and suffering for patients, prolonged hospital stays, and increased health care costs. “In future studies, to understand the mechanisms that underlie the new CME reimbursement policy in relation to adverse outcomes, care process changes that have resulted from the new CMS policy must be examined” (Sung-Hung Bae, 2016).
