The collage can have as many pictures as you would like, as long as there is at least one for each issue to be covered. You do not have to do multiple pages or collages. It is one collage with multiple photos. Some people have done several powerpoint slides with multiple pictures on each. Others do one page with many pictures. What is important is to make your points with pictures, rather than words. And have fun!
