I chose terrorism as a potential scenario for which I might be doing the emergency planning. With the increasing threats of terrorism in the United States, the need to plan for this type of crisis becomes more paramount, particularly with homegrown terrorism. The FBI is having a hard time managing the threat mainly because of the use of the internet as a recruiting tool. “Terrorism has gone viral,†as Congressman McCaul puts it (Collins, 2015). However, the emergency manager’s job is not to seek terrorists. Their job is to manage a wide range of threats through strategy and tactics. Additionally, they address the four phases of emergency management through the planning and coordination of first responders (Perry & Lindell, 2007).
Preparedness/ Mitigation
When planning for an incident like this, preparation is probably the most important measure that can mitigate public safety issues. This would be top priority for me. The public would need to be made aware of any potential areas for terrorist attack or areas where terrorist incident has taken place. Emergency managers with the help of police and fire agencies would need to devise a plan regarding media relations procedures so that emergency public information can be disseminated to the community in a timely and accurate fashion. Also, ensuring that the first responders are trained to respond to these types of events, through training and exercises would help to mitigate casualties.

Propose a potential critical incident scenario for which you might be doing the emergency planning.
- The critical incident scenario I would do emergency planning is an “Extreme winter weather” . During a winter storm event heavy snow and hight winds will knock out power, heat, halt mass transportation and communications for an extended periods of time . I will use the this years first Nor’easter Winter Storm Riley as my example because all the previous hazards occurred from that storm .
Point out the top priority issue that you feel is necessary for planning for this emergency in each one of the four phases.
- Preparedness and Mitigation – Planning for a an Extreme Winter Events more than often occur with advanced notice. Pre-storm activities are extremely important this gives local governments in the potential effected regions time to prepare necessary weather alerts via NOAA . Even with the proper notifications we all read and hear about people being stranded during a storm. It is imperative to make sure the community up to date. During Riley our local government made sure all social media handles were providing the proper updates and tips to make sure the community. Making live-streaming updates available on all outlets. I also add the importance of having the importance of having an emergency supply get in your car as part of your notification to the community . Logistics and Resources are two top priorities that I would also address . Supplying facilities like schools and stadiums with adequate supplies so they can serve as warming stations and shelters for those in the community . Another example during Riley about 20 percent of my community was still without power days after the storm. Hotel’s in the area were sold out and only one of high school was open with limited resources.
- Response and Recovery: An extreme weather event requires a quick response due loss of power and also those who may get stranded during the storm. A top priority for preparedness would be utilizing assets like your National Guard as early as possible if the event calls for it . During Riley Pennsylvania Governor wasted no time utilizing the National Guard to assist stranded vehicles off the various roadways.
Explain how you would evaluate each of your priorities.
- Working in the private sector we have protocols in place for our employees in specific regions. We explain that they should always plan for the unexpected. The same goes when implementing the priorities during the planning phase. Understanding that each weather event has its own specific hazards would be how I would evaluate those priorities . Also utilizing lessoned learned from previous storm events as part of the evaulations .
Describe the criteria you would use to be assured that the priorities you have chosen for each phase truly are important, effective priorities
- In evaluating responses I would tier the priorites similar to how we do our protocols . Tiering the event making sure planning and mitigations priorities pre-storm activities ( notifications and awareness ) and ( potential hoteling ) in one tier followed by response and recovery priorities in another tier. Having a tier system in place takes away having to determine what is important or not during an event.
