This week you were given the Five-Step Method. The five steps are the following:

First, define the problem and its causes. This is extremely important, because if you do not correctly identify the problem and the root causes, the analysis will be worthless. I would recommend identifying all of the stakeholders and each of their issues.
The second step is to establish criteria to evaluate the alternatives. Try to think about the important factors to consider in any issue (see page 171 in the textbook). For example, is there a budgetary issue to consider? Are there political implications that should be considered? Try to think about the different stakeholders and the criteria that will satisfy them.
Next, you need to generate policy alternatives. Try to think about the different was to solve the problem. There should always be a minimum of two and in this case study, there are several. You may evaluate some and rule them out, but they still may be an alternative to consider. Write the alternatives as policies and not individual suggestions. For example, vaccinations alone are not a policy alternative.
The next step is to evaluate the alternatives based on your criteria and select the best policy. Examine the alternative and determine if it is a feasible solution. After you examine the alternatives, select the best policy.
The final step is to evaluate the policy that you adopted. How well should it work?
As you use the method, think about these questions. What did you like about it? What were the negatives if any? Is the model too liner? Did you think it hindered your analysis?
One of the most important factors when you are conducting your analysis is to remember who hired you to conduct the analysis or why you are conducting it. I am not saying to be bias towards them, but you need to remember this when you are framing the problem. If you do not frame the problem correctly, the analysis is basically useless.
Please remember that you are to approach this as if you were hired to conduct the analysis and solve the problems. You will need to consider all of the stakeholders and what they view as the problem.
