In this course, you have been analyzing police intelligence activities. For this final assignment, you will describe and analyze a comprehensive strategy for intelligence-led policing in a specific neighborhood or jurisdiction. This assignment requires you to be creative and inventive while also retaining your realism. You may draw from elements of your previous assignments, or design a completely new approach. It is advisable to design your strategy for the area in which your interviews were conducted.

For the purposes of this course, a strategic plan is an analytic document that communicates the basic goals of intelligence-led policing. This document specifies the precise community-focused interactions needed to achieve those goals and takes into account all the critical factors to be developed during the intelligence process.

Sample Ideas:

Use your imagination when thinking of a potential strategy. Here are a few potential ideas to get you thinking of innovative intelligence activities, but you should not limit yourself to the ideas on this list.

  • How can communication problems between police officers and members of diverse racial, ethnic, religious, sexual orientation, and lifestyle groups be resolved?
  • How can problems related to victims, witnesses, or families of offenders be addressed so that information will be shared?
  • How can communication with the business sector be improved?
  • How can law enforcement be useful in protecting the community from environmental crime, business crime, online fraud and predation, and other non-conventional crimes?
  • How can law enforcement work with released offenders in the community to promote and support prosocial re-integration into the community?
  • How can programs and agencies concerned with youth gangs, such as interventions, prevention, or redirection, be informed by effective intelligence?
  • How can intelligence about problems related to substance abusers, the mentally ill, and homeless persons be used to promote more effective programs and treatments?

Instructions for Your Paper:

  • Identify a specific community that you can readily analyze.
  • Describe in brief detail the historical, social, and demographic patterns in this area. You will have to do some basic research to complete this step. Be sure to consider the significant cultural, ethnic, and socioeconomic factors.
  • Evaluate the crime problems in its current state and project possible future trends. In other words, what are the problem patterns and potentials?
    • Analyze these problems in terms of how they relate to families, organizations, agencies, and institutions in the community.
    • Review any community data you can locate in relevant databases, census data, and public sources from local government agencies including law enforcement, social services, and so forth.
  • Assess the current level and quality of police intelligence policies, practices, and procedures in this community.
    • Use your interviews from the course assignments to develop your assessment.
    • Walk or ride the area to gain some observational impressions and provide graphic descriptions of the quality of life, level of security and safety, and general sense of the population in relation to the police. Observe any police-community interactions possible. Perhaps attend a police community meeting. Check out the local schools, community centers, businesses, corporations, retail establishments, and public agencies to assess their interaction with the police. Brief visits or phone calls can prove very informative.
  • Identify strengths and weaknesses of police intelligence functions.
    • Gain a feel for the general quality of trust in the police by various elements of the community.
    • Learn how effective the police collaborate with religious groups, schools, advocacy groups, and so forth to keep their fingers on the pulse of the community.
    • How are police leaders received by community members and organizational leaders of various sorts?
  • Describe the implications if the strategies do not comply with ethical and moral obligations.
  • Propose an innovative strategy to enhance law enforcement intelligence functions in this area.
    • Ensure that your strategy emphasizes compliance with legal, professionally ethical, personally moral, and broad human rights requirements and criteria.
    • Demonstrate how your plan will build community trust with the police, and induce greater collaboration and information sharing across various elements and agencies in the community.
    • Discern how your proposal would be helpful in establishing priorities in the allocation of police resources to reduce the risk or likelihood of crime in the community.
  • Ensure that your strategic plan has achievable and measurable objectives so that these objectives may be evaluated and modified as they are implemented. Your proposed strategy needs to be realistically constructed and must be credible, feasible, attractive, promising, and worth the effort to consider as a potentially productive and positive feature of an enhanced intelligence operation. The plan must comply with all legal, ethical, moral, and human rights requirements and criteria, and respect the civil liberties of all members of the community.
  • Discuss how your proposal might be received by law enforcement and the various constituencies in the community. Propose means for overcoming expected resistance to the plan.
    • Consider how your proposal might be impacted by public opinion, the attitudes of professionals, the historical background of the crime problem in this area, and current trends.

In Addition:

  • In your analysis, you must apply:
    • Concepts from your required readings.
    • Concepts from at least one peer-reviewed scientific research article from a scholarly journal in the Capella library. These sources must be quoted, cited, and referenced.
  • Use proper APA guidelines (6th ed.) for organization, presentation, and formatting.
  • Your paper should be approximately 1500–1700 words.
