1.The federal, state and local regulations all make laws. The federal regulations cover all the states unlike the state which vary state to state. The local regulations are just the community or the county’s. When thinking of a facility design you have to take all of the regulations into consideration from all three. According to cfm from the reading this week it lists all the criteria. There is fire and safety which means that everything has to be up to code. This includes the sprinkler system, fire alarm, fire extinguisher, pipes and general requirements. I know in the facility that I work in there has to be a evacuation plan and there has to be extinguishers a certain distance apart. There are grant programs that can give VA’s money and help with the construction inspections and monitor the develop of it. There is parking regulations that come into play also. There has to be patient parking and visitor parking. The most important regulation is the handicap parking because there has to be a certain amount of them and close to the building. There has to be lights in the parking lot that turn on when it starts to get dark. It is not just regulations to building you have to know about it is also the outside.
2.Healthcare is no different than most businesses in that there are regulations of all sorts and at all levels, including federal, state, and local. Federal regulations are going to impact the amount of federal funding the health care organization may see. Federal regulations also impact the relationship between the organization and insurance companies which in turn impacts the organization’s financial stability. For example, The Centers for Medicare and Medicaid is a federal agency that sets regulations for healthcare organizations serving Medicare and Medicaid patients. CMS also ensures that healthcare organizations are compliant with the Health Insurance Portability and Accountability Act. State regulations can also impact financial stability as there are some state funded payment programs. State regulations look more to the facility design. For example, if a facility is to be built along the coast line, state regulations would outline a facility design expectation that would withstand potential hurricane winds. Things like patient safety and patient privacy are regulated beginning at the federal level. Things like fire code, door width, and maximum occupancy are included at the stat level. Local regulations will tend to have more impact on where the facility can exist, size, and service types.
