ISSUE EXPLORATION
As public policy analysts, you have been assigned a topic and specifically a social/economic issue. A social/economic
issue/problem is a condition that at least some people in a community view as being undesirable while others are
supportive. Everyone would agree about some social problems, such as murders and DWI traffic deaths. Other social
issues/problems may be viewed as such by certain groups of people and not so by others. Teenagers who play loud music
in a public park obviously do not view it as a problem, but some other people may consider it an undesirable social
condition. Some nonsmokers view smoking as an undesirable social condition that should be banned or restricted in
public buildings. You will be focusing on your specific issue.
Work Sheet #1) Define The Issue
Worksheet #1 contains four (4) separate questions. Page count should be at a minimum 2 word processed pages. Double
spaced. 10 point font.
Question #1 will ask you to: describe the nature of the issue that you have selected to study.
o Your description should be long enough to make your issue clear to the reader. You will use in-text
citations as none of you are likely experts in your selected area.
In question #2, again using complete, intelligent, sentences/paragraphs, you are to describe three desirable
social conditions/outcomes that may be the direct result of your particular issue, and you are to explain
how your issue lead to or has the potential to lead to the desirable conditions.
o You will want to use additional resources and cite these resources in your answer when making these
correlations—meaning you will be looking for statistics and empirical evidence to support your views.
You will be attaching a reference list at the end of this assignment so I can refer back to it while
reviewing your paper.
In question #3, again using complete, intelligent, sentences/paragraphs, you are to describe three undesirable
social conditions/outcomes that may be the direct result of your particular issue, and you are to explain
how your issue lead to or has the potential to lead to the undesirable conditions.

You will be attaching a reference list at the end of this assignment so I can refer back to it while
reviewing your paper.
Work Sheet #2) Identify Underlying Factors
Medical researchers try to identify the causes of various diseases. They can then develop a vaccine to immunize people
from contracting that disease. For example, Dr. Jonas Salk virtually eliminated polio when he identified the virus that
caused it, and then developed a vaccine. Likewise, if policy makers can identify the causes or factors that contribute to
social issues, then they can try to develop public policies to support or eliminate/lessen those causes or factors.

You will need to utilize multiple resources (internet, library, journals, books) to obtain information about contributing
factors. Review articles and brainstorm about the underlying causes and factors that contribute to your issue. You will
want to use additional resources and cite these resources in your answer when making these correlations—these
resources will of course be listed on your reference sheet. Record this information on Worksheet #2. Your answers on
Worksheet #2 should demonstrate that you have conducted a thorough exploration of the issue to which you have been
assigned. Page count: 1+ pages, 10 point font, double spaced.
Worksheet #3) Evaluating Existing Public Policies
Evaluating an existing policy or product can lead to improvements. Car companies, for example, evaluate the current
models’ advantages and disadvantages to make improvements for next year’s models. Some new car models may have a
very minor change, such as reducing the weight to improve gas mileage.
Evaluating the existing policy or policies to deal with a social/economic issue is an important step in this assignment.
Analyzing both the advantages and disadvantages of existing policies can suggest what parts of the current policy should
be kept or strengthened, and what parts should be changed. If the existing policy seems to be totally ineffective, then
perhaps, like the Pontiac line, it needs to be replaced.
On Worksheet #3 you will be thoroughly evaluating two existing policies that deal with your particular social/economic
issue. At the conclusion, based on your evaluation you are to state which one of the two policies you feel best addresses
the issue. Page count: 1+ pages, 10 point font, double spaced.
Worksheet #4) Developing Public Policy Solutions
If a group were planning what to do next Saturday, they would probably first identify several alternative activities.
Likewise, in order to develop a public policy solution for your social/economic issue/problem, it is helpful to consider
some alternatives.
In Worksheet #4 YOU will be proposing new policies to deal with your issue. You will of course want to use research to
justify why you are proposing the policies that you are—that is code for…..look up empirical articles and justify your
policies based on previous works. Page count: 1+ pages, 10 point font, double spaced.
Be sure that you develop new/original public policy alternatives, not public policy goals. For example the following are
public policy goals: improve education, reduce pollution, and lower the crime rate. Politicians often fill their speeches
with public policy goals that can appeal to almost everyone. A public policy however, must include a specific type of
government action to reach the public policy goal.
The two prior worksheets will be very useful to developing public policy alternatives. One way to solve a problem is to
eliminate or lessen the causes or contributory factors. For example, a policy for felons who are paroled from prison is that
they may not associate with other criminals. The reason for this policy is to try to eliminate one of the causes. Review the
causes and contributory factors that you identified in Worksheet #2. Are there any that could be decreased or eliminated
through a new public policy?
Another source for developing public policy alternatives is the current policy. Review Worksheet #3, especially your
answer to question 4. Perhaps you think that the current policy fails to even deal with the problem and should be totally
replaced. Perhaps the current policy simply needs to be strengthened or improved (e.g., tougher penalties, more public
education about the policy, additional regulations, clearer guidelines, etc.).
In closing out this portion of your final project: On a separate document please list your references in APA format (see
the link on ELC). I should expect to see at least 10 different references.
