Students will review the 1968 Kerner Commission report on the urban riots of the 1960s in chapter 2 and identify a number of police practices that created problems with racial and ethnic minority communities. Students will explain in a two page paper how police departments function and the changes in police organizations that have let to changes in policing some 50 years later from chapter 3 and 4.
